The Action of 28 January 1945 was an inconclusive naval battle fought between two British Royal Navy light cruisers and three German Kriegsmarine destroyers near Bergen, Norway. Shortly after midnight on the night of 27/28 January the German 4th Destroyer Flotilla was intercepted by a force of two British cruisers as it tried to move from Norwegian waters to the Baltic Sea. In the resulting fighting the destroyers Z31 and Z38 were damaged by gunfire but the three German ships outran the slower British ships. Both the British and German navies were unsatisfied with the results of the engagement fought on 28 January. The British were dissatisfied with the battle's inconclusive result and Admiral Moore regretted his decision to not cancel the escort carrier operation so that destroyers could be attached to the cruiser force.
